Section 5. That the commissioners shall annually, on or
before the first Monday in April, appoint three judges of

election, who shall appoint one clerk; and the said judges
shall conduct the election according to the election laws of
this State as they existed prior to the adoption of the Aus-
tralian ballot, except that the polls shall be opened at five
o'clock in the afternoon and closed at six o'clock in the
afternoon; and the said judges and clerks shall make their
returns to the commissioners, but shall receive no compen-
sation for their services.
Section 15. That the commissioners shall, on or before
the second Monday in June, 1906, and on or before the sec-

ond Monday in June in every second year thereafter, appoint
two taxpayers of the town, who, with the town clerk, shall
constitute the board of assessment for said town, and who
shall, in the month of June in each year of their respective
tenures of office, assess all the taxable property within said
town, real and personal, except public and private securities
and book accounts and such other property as the commis-
sioners may deem proper to exempt from taxation; and the
commissioners are empowered to levy on assessed property
an equal tax from time to time, not exceeding in any one year
the sum of thirty cents on each hundred dollars' assessed
valuation.
Section 15 A. That the commissioners shall annually, dur-
ing the first week in August, publish in some newspaper

published in said town of Preston, an itemized statement
showing the receipts from all sources of said town for the
year ending July 31st, and an itemized statement of the
expenditures during the said year by said commissioners; and
in the event that no newspaper is published in said town,
said itemized statement shall be printed and posted in three
public places in said town.
Section 26. The said commissioners shall have full power
to provide for laying out, opening, extending, widening,

granted.

straightening or closing up in whole or part, any street, lane
or alley within the limits of the town which, in their opinion,
the public welfare or convenience may require; to provide
for ascertaining whether any and what amount in value of
damages will be caused thereby, and what amount of benefits
will thereby accrue to the owner or possessor of any ground
or improvements within or adjacent to the town for which.
