published in the city of Baltimore, and elect by a plurality
of ballots the managers provided by the by-laws of this
corporation, and transact such other business for the benefit
and operation of said corporation not inconsistent with the
intent and purposes of this Act or contrary to the by-laws of
this State.
SEC. 13. And be it enacted, That whenever any vacancy in

said board of managers shall occur by death, resignation or
otherwise, the same shall be filled for the remainder of the
year by such person or persons as the board of managers
for the time being, or a majority of them, shall appoint.

SEC. 14. And be it enacted, That if the said animal elec-
tion shall not take place at the time appointed for that pur-
pose the said corporation shall not therefore be dissolved,
but members of said board shall continue in office until a
new election shall be held.

SEC. 15. And be it enacted, That five of the said managers
shall constitute a quorum for the transaction of business.
SEC. 16. And be it enacted, That the sa'id board of man-
agers shall meet monthly, or oftener if necessary, at such
time and place as they may from time to time designate, and
at their first meeting after their election they shall select
from their number a president, first vice-president, second
vice-president, secretary, treasurer and an executive com-
mittee of five members, and prescribe the duties of each.

agers may from time to time make such by-laws, ordinances
and regulations relative to the management, government,
instruction, discipline, employment and disposition of the
minors in and under their care not contrary to law, or incon-
sistent or contrary with the by-laws, ordinances and regu-
lations as made and provided by the members of the corpo-
ration itself that they may deem proper, and may appoint
such officers, agents and servants as they may deem neces-
sary to transact the business of the said corporation, and
may designate their duties and fix their compensation.
SEC. 18. And be it enacted, That the following named shall
