provided they shall not have power to close any street or
alley, or part thereof, without submitting the question to the
voters of said city, after twenty days' public notice by hand-
bills or otherwise, and two-thirds of the legal votes cast
upon such question being in favor thereof.

OCCUPATIONS — VEHICLES TO BE REGULATED.
To regulate and license the use of coaches, hacks, drays
and all other vehicles for the transportation of passengers,
freight or other articles to or from points within said city for
hire or pay.
THEATRICAL EXHIBITIONS.
To regulate, license, tax, restrain or prohibit theatrical
exhibitions, shows or entertainments for which money is
asked or received; provided, that lectures on scientific,
historic, benevolent, artistic, religious or literary subjects
and apparatus for the elucidation of the same, and speci-
mens of fine art shall not be deemed to be within the pro-
vision.
RUNNERS AT RAILROAD STATIONS.
To license, tax, regulate and prohibit runners at railroad
stations and others for stages, cars, public houses or other
things or persons.
AUCTIONS.
To regulate the sale of all kind of property at auction in
the streets, stores, shops or elsewhere in said city, and to
license auctioneers and all vendors of property on the
streets or squares or other public places in said city.

HAWKERS, PEDDLERS, ETC.
To license, tax, regulate, suppress and prohibit hawkers
and itinerant dealers, peddlers and pawnbrokers, and to
remove such license at pleasure.

HACKMEN, DRAYMEN, ETC.
To license, tax and regulate public hackmen, draymen
omnibus drivers, carters, parties, expressmen, bill posters
and all other persons pursuing like occupations, and to pre-
scribe their compensation.

TAXATION AND LICENSING SPIRITUOUS LIQUORS.
The Mayor and Councilmen of Frostburg shall impose a
license of seventy-five dollars ($75) per annum upon all
saloons, hotels, taverns, restaurants and all other places
