CHAP. 262

therein, where malt, spirituous, fermented or vinous liquors
are sold, and they are hereby given full power and authority

General
powers.

to pass such ordinances as may be deemed necessary for the
regulation and control of the traffic in said liquors within
said town.
JUNK STORES.

To tax, license and regulate second-hand junk stores, and
to forbid their purchasing or receiving from minors any
article whatsoever without the consent of their parents or
guardians.
DOGS.
To license, tax and regulate and prohibit the keeping or
harboring of dogs.

LICENSE FOR WHEELED VEHICLES.
To license, tax and regulate wheeled vehicles, provided
that the fund derived from all license shall be applied to the
maintenance and repairs of streets and alleys.

LICENSE FOR TEMPORARY STORES.
To license, tax and regulate branch stores or establish-
ments, and all other concerns established in said city for
temporary business only.

FINES.

147. For the passing of ordinances and fixing of fines, not
to exceed fifty ($50.00) dollars, in any one case, for a viola-
tion of any of the ordinances of said town, and in case of

non-payment of any such fines, they may provide by ordi-
nance for the confinement of the party failing or refusing to
pay said fine in the town lockup or the county jail for a
period not exceeding thirty days for any single failure to
pay a fine; and all fines, penalties or forfeitures imposed by
this charter, or any ordinance of said Mayor and Council-
men may be recovered in the name of the Mayor and Council-
men of Frostburg before the Mayor or justice of the peace
as small debts are recovered, and the money arising there-
from shall be paid to the Mayor and Councilmen for the use
of said town; but in all cases where the fine imposed shall
exceed five dollars, if the party against whom said fine is
imposed shall feel himself aggrieved, he shall be entitled to
an appeal to the Circuit Court for Allegany county upon his
filing a bond for ($100.00), with surety or sureties to be
