but when any such special agents or employes are elected or
employed, the time of their service and the amount of com-
pensation shall first be fixed by the order of the said Mayor
and Councilmen, duly passed, and no recovery can be had
on any such employment until such order shall have been
duly passed, and entered by the clerk on the minutes of the
proceedings of said Mayor and Councilmen, and they may
allow the clerk, treasurer, bailiff and policemen, and all other
persons employed by them, such reasonable compensation
for their services as they may think proper, and shall have
power at any time to remove any of them for neglect of duty,
misfeasance or malfeasance in office, or inability from any
cause to perform the duties required of them. The Council-

men shall be paid the sum of two dollars and fifty cents ($2.50)
for each day they may be in session or attending to their
official duties as Couucilmen; and the said Mayor and
Councilmen may provide by ordinance all the duties, obli-
gations and requirements to be done, performed and required
of the clerk, bailiff, treasurer, street superintendent and all
other officers of said town.

VACANCIES.

145. In case of the death, refusal to act, resignation or
disqualification from any cause of the Mayor or any of the

Councilmen it shall be the duty of the survivors to fill such
vacancy at their next meeting by some one duly qualified to
act, who shall serve for the unexpired term of said party
who shall have died, refused to act, resigned or shall have
been disqualified, and they shall send a certificate of such
election with the name of the party who shall serve for such
unexpired term to the clerk of the Circuit Court for Allegany
county.

146. The Mayor and Councilmen shall have the power to
