dollars ($200.00), for annum for his services, and the Mayor
of said city shall have the power to direct the clerk of said
city not to issue a license for any show, circus, theatrical
company or other entertainment whenever in his judgment
the production of said show or entertainment would tend to
demoralize the community or create a disturbance or disorder
or be against the best interests of the city; provided, how-
ever, that if the Mayor and Councilmen should by vote of
six to one authorize the issuing of said license, then the
same shall be issued by the clerk.
143. The Mayor shall have (ex-officio) all the powers of a

justice of the peace in all cases where the city is a party and
shall have the power to administer oaths in all cases as fully
as a justice of the peace. The Mayor shall preside at all
meetings of the Councilmen, and shall have the same power
of voting and taking part in the proceedings as a member
thereof. The Mayor may call a special meeting of the
Council at any time he may deem that the best interests of
the city require it.
POWERS AND DUTIES OF COUNCILMEN.
144. The Councilmen shall first take the oath before the
Mayor hereinbefore provided for, and shall meet at the

Council chamber on the first Monday of May next succeed-
ing their election, and shall meet thereafter in regular
session at said Council chamber or some other convenient
place at a stated time to be fixed by ordinance, at least once
a month; and any three members of the Council may call a
special meeting thereof at any time when they may deem
said meeting necessary, and in the absence of the Mayor at
any meeting they may select one of their number to preside
at any regular or special meeting, and all of their meetings
shall be public and held with open doors. The Mayor and
Councilmen shall, during the month of May in each and
every year, elect a clerk, who shall serve for one year, or

until his successor shall have been elected; and they shall
also, at the same time, elect a treasurer, who shall serve for
one year, or until his successor shall have been elected; and
the Mayor and City Councilmen may appoint and employ,
from time to time, all such other agents, servants or employes
as they may deem necessary to insure the proper govern-
ment, the care of the corporated property and the preserva-
tion of the peace, good order and health of the community ;
