PRESERVATION OF THE PEACE.
For the preservation of peace and good order and securing
persons and property from violence, danger and destruction.

PROTECTION OF HEALTH.
For the protection of the health, comfort and convenience
of the citizens of Frostburg and visitors thereto or sojourners
therein,
APPOINTMENT OF BOARD OF HEALTH.
For the appointment of a board of health and defining
and regulating its powers and duties.

CONFINEMENT OF CRIMINALS.
For the erection and maintenance of houses of correction
for the confinement of criminals, hospitals or pest houses
within or without the limits of this city and for the regula-
tion and government of same.

LIGHTS.
For providing proper and suitable lights upon the public
streets.
FIRE DEPARTMENT.
For establishing and maintaining a fire department.
ERECTION OF BRIDGES.
For the erection and maintenance of bridges.
POLICE FORCE.
For establishing and maintaining and regulating an ade-
quate police force.

PROHIBITING HAND ORGANS.
To regulate the use of hand organs or instruments of any
annoying character or other itinerant musical performances
on the streets, alleys or public places of said city.

REGULATE UNHEALTHY INDUSTRIES.
To regulate the location and management of starch facto-
ries, glue factories, renderies tallow chandelers, bone facto-
ries, soap factories, hide houses, tanneries, slaughter houses,
breweries, distilleries, livery stables, founderies and all other
establishments of which the business or trade may become
noxious or injurious to public health and comfort; to pro-
hibit the erection of such buildings or the continuance oj
such noxious, injurious occupations therein whenever the
public comfort or health requires it.
