dollars' worth of property for at least one year before their
said election.

140. There shall be one person to act as bailiff and two
persons to act as night policemen elected on the first Tuesday

in April, 1907, and every second year thereafter by the
qualified voters of said town, who before entering upon the
duties of their office shall make oath before the Mayor
and Councilmen that they will faithfully and impartially
perform the duties required of them as such officers, to the
best of their ability, skill and judgment, without favor or
partiality, and the bailiff shall give bond, with security to
be approved by the Mayor and Councilmen, in such sum as
they may designate.
ELECTIONS — JUDGES OF ELECTION.
141. The Mayor and Councilmen of Frostburg for each
municipal election shall appoint three judges of election for

each of said wards, who shall have power to appoint clerks
and conduct the elections in the city of Frostburg as far as
practicable, as such elections have been heretofore conducted
in the city of Frostburg under the provisions of the Act of
1870, Chapter 77, and the polls are to be opened at 9
o'clock in the morning and closed at 7 o'clock in the even-
ing, and the said judges and clerks shall receive such com-
pensation as may be fixed from time to time by the Mayor
and Councilmen of Frostburg, and the Mayor and Council-
men shall provide a place for holding said elections in each
of said wards, and shall make all necessary provisions as
they may deem best from time to time.

142. The Mayor shall, immediately after his election and

before he proceeds to act, take the usual oath prescribed
by the Constitution of Maryland, before the clerk of the
Circuit Court for Allegany county or before one of his sworn
deputies, and the Mayor shall administer an oath to each
one of the newly elected Councilmen that he will diligently
and faithfully, to the best of his judgment, perform the
duties of Councilman of said town, without fear, favor, par-
