No. 16 (Hyattsville) and No. 13 (Kent), as now constituted;
Road District No. 3 shall be composed of Election Districts

No. 6 (Spauldings), No. 12 (Axon Hill), No. 9 (Surratts) and
No. 15 (Melwood), as now constituted; Road District No. 4
shall be composed of Election Districts No. 5 (Piscataway),
No. 11 (Brandywine) and No. 8 (Aquasco), as now consti-
tuted; and Road District No. 5 shall be composed of Elec-
tion Districts No. 3 (Marlboro), No. 4 (Nottingham), and
No. 7 (Queen Anne's), as now constituted. The members of
the board of highway commission as constituted by this Act
are hereby assigned until January 1, 1908, to the control
and management of the road and bridge working in the
several road districts mentioned in this Act, as follows :
Luther Bra shears to the First Road District, John Miller to
the Second Road District, Richard J. Swann to the Third
Road District, Lee Manning to the Fourth Road District and
Horace Crozier to the Fifth Road District. The board of
highway commissioners on the first of January, 1908, as
then constituted, and every two years thereafter, are hereby
empowered to make such changes or re-assignments of their
members to the respective road districts, as they may deem
expedient.

285. In the building or repairing of all bridges of said
county, the cost of which shall be two hundred dollars or

or more newspapers in said county, and give such other
advertisement as they may deem necessary, stating the place
where such bridge is to be built or repaired, with specifica-
tions and plans of such bridges, and the materials to be
used, asking sealed proposals for building or repairing such
bridges, which will be received by said highway commission
until a day named in said advertisement, and then that said
bids shall be publicly opened; provided, however, that
nothing herein shall prohibit the said highway commission
from the building or repairing of such bridges, where all the
cost will not exceed two hundred dollars; at the time specified
in said advertisement for presentation of sealed bids or
proposals, the same shall be publicly in the County Com-
missioners's office of Prince George's county, with the right
in the said highway commission to reject any or all bids ;
provided, however, that in awarding contracts they shall be
awarded to the lowest responsible bidder, who shall be
