required to give bond in such penalty not exceeding double
the cost of the building or repairing of such bridges; and
the said highway commissioners are hereby prohibited from
awarding contracts for such work, unless the proper bond is
filed, which in all cases shall accompany the bid; in the
event of a failure of any bidder to receive the contracts con-
templated by this Act, the said bonds shall be returned to
such unsuccessful bidder, to be canceled or disposed of as
they shall see fit. Whenever any contractor shall notify
the member of the highway commission for the road district
in which a bridge built or repaired is located that such
bridge is completed, said commissioner, in conjunction with
at least one other highway commissioner, shall inspect the
work, and if the same has been completed in conformity
with the plans and specifications thereof the same shall be
reported to the highway commissioners as a board, and
when accepted by it the same shall then be reported to the
board of County Commissioners, and said bridges or bridge
shall then be opened for travel, and the contractor shall be
entitled to receive any monies then due him on account of
said contract.
286. The said highway commission is empowered to pur-
chase gravel, stone or other material needful for the repairs,

construction and re-construction of the public roads, and for
this purpose may acquire by purchase or lease, gravel banks
or stone quarries in said county, when it shall seem to them
to be to the interest of the county so to do, and such material
shall be used in the construction, re-construction and repairs
of roads whenever and wherever practicable; and in case oi
such purchase or lease the County Commissioners of Prince
George's county shall acquire either a fee simple or lease-
hold title to the property so acquired, and are authorized to
hold, use, sell or otherwise dispose of the same in the same
manner as a private individual thus acquiring similar rights,
and it shall require no further legislation to vest such prop-
erties in the said County Commissioners as representatives
of the county as fully as if the same had been purchased or
leased by private individuals as they may sell or dispose of
the same without further legislation.
287. And whereas, under the law in existence previous to
the enactment of this bill into law, certain road commis-
sioners of Prince George's county had been elected under
