JOINT RESOLUTIONS.

Full and
plenary
powers
granted.

conferred, and the performance of all the duties herein
imposed upon the said Joint Special Committee, the said
committee shall have full and plenary powers in all respects :
1. To employ clerks and accountants and such other
agencies as the committee may deem necessary.
2. To send for and compel the attendance of and to
examine under oath all officials and other persons as wit-
nesses.
3. To send for and compel the production of all papers,
accounts, books and records whatsoever in its discretion.
4. To meet and pursue its investigations openly or in
executive session, and at such times and places as it may
elect.
5. To make all such rules and regulations for its proceed-
ings as to it may seem proper.
6. To exercise all power and authority appropriate or
incidental to the execution of the powers of this Joint Resolu-
tion, especially conferred upon the said committee.
7. To have power to report to the House of Delegates,
sitting as the grand inquest of the State of Maryland, under
Section 24 of Article 3 of the Constitution, for its action, any
person or persons who shall fail or refuse to appear before
it, or appearing shall refuse to give any information or testi-
mony within his or their knowledge or power to produce
relating to the subject matter of this inquiry.
8. In general to have and exercise all the powers, preroga-
tives and authority which the General Assembly of Maryland
would itself have or could exercise, or can delegate in respect
to the said investigations and inquiries, and all other matters
and proceedings aforesaid.
And be it further resolved, By the General Assembly of
Maryland that the said Joint Special Committee shall make
its report on or before Monday, March 19, 1906, to the
Senate and House of Delegates of Maryland, and all the
powers hereby conferred on said Joint Special Committee
shall terminate with the Session of the General Assembly of
1906, unless otherwise ordered.
And be it further resolved, That this Joint Resolution shall
take effect from the date of its passage.
