Erection of
courthouse,
etc.

necessary fire-proof vaults and cases for the reception of the
public records and their preservation from loss by fire, and
with all the necessary furniture for the accommodation of the
Circuit Court and Orphans' Court for Garrett county, the
County Commissioners, the board of school commissioners-
for said county, county treasurer, the State's attorney, sheriff,
the county surveyor, the members of the bar and such other
offices as may be required, and with such other things as their
convenience may require; which courthouse and offices shall
be built by contract, after public notice of at least four weeks
in such newspapers as said commissioners shall select, of the
letting of the contract or contracts, the said commissioners
reserving the right to reject bid or bids which for any reason
shall not be satisfactory to them; and the bidder or bidders
to whom the contract or contracts may be awarded shall exe-
cute a bond or bonds to the said County Commissioners with
security or securities, and with penalty, approved by the
commissioners appointed by this Act. conditioned for the
faithful performance of his or their contract or contracts, in
accordance with the specifications furnished by the said
commissioners; provided, that the said courthouse and
offices, when built and furnished, shall not cost exceeding:
seventy-five thousand dollars, and provided further, that
when so built the said courthouse and offices shall be under
the control and superintendence of the County Commissioners
of Garrett county.
SEC. 8. And be it further enacted, That in case either of

the said commissioners shall die or resign or refuse to act,
the other commissioners named in this Act, and to be selected
as aforesaid, shall have the full power and authority to supply
such vacancy or vacancies.
SEC. 9. And be it enacted, That each of the said commis-

sioners shall receive as compensation their actual expenses
only whilst engaged in contracting for the construction and
furnishing of said building, and shall appoint from one of
their number a suitable person as superintendent of the con-
struction of said building, who shall receive such compen-
sation for his services as the said commissioners herein
named, or a majority of them, may deem just and reasonable.
SEC. 10. And be, it enacted, That when the building and
furnishing of the said courthouse is completed the com-
missioners hereby appointed to contract for and superintend
