said wharf for the use of the State tobacco warehouses, or by
the Board of Public Works renting said wharf on such terms
and subject to such provisions and reservations in the lease
made by them as to the said Board of Public Works seems
expedient as to the use of said wharf for shipping and land-
ing tobacco for the State tobacco warehouses.
SEC. 3. And be it further enacted, That it shall be the duty
of the Board of Public Works hereafter, from time to time,

if in their judgment it is to the public interests so to do, to
rent by lease in writing, signed by them as agents for the
State and by the lessee, said wharf or any part thereof for a
period not exceeding two years in any one leasing, and for
such rental and on such terms and conditions and subject to
such provisions and reservations as to the right of any and
all persons to ship and land tobacco for any State tobacco
warehouse at said wharf as to the Board of Public Works
may seem just and expedient.
SEC. 4. And be it further enacted, That any rental reserved

Company, and to authorize it to use electricity on its said
road, and to alter, change and extend its line of railroad
in Frederick county, and to build branches thereto, and
to construct and operate telegraph and telephone lines
along its roadway.

been organized under the laws of the State of Maryland by
the purchasers of the property and franchises of the said
former Emmitsburg Railroad Company in foreclosure pro-
ceedings instituted in the Circuit Court for Frederick county,
and as the successor of the said railroad company has
become entitled to all the rights, property and franchises of
the said original corporation,
