2. And be it enacted, That any county in this State, which
or whose citizens shall subscribe for and pay up a capital
stock of not less than ten thousand dollars, or shall acquire
and pay for real estate and improvements thereon to the said
value of not less than ten thousand, and "shall be duly incor-
porated under the laws of this State as a fair association,
upon filing a certified copy of the certificate of incorporation,
and the affidavit of the president of such association that the
stock has been fully paid up or the property acquired and
paid for the amount herein required with the Comptroller,
shall be entitled to the benefits of this Act; provided, that
but one association in each county shall be entitled to the
benefits derived under this Act.
3. And be it enacted, That any existing association in this

State or which may be hereafter organized desiring to avail
itself of the provisions of this Act, is hereby required to
forward to the Comptroller of the Treasury, on before the
first Monday in December of each year, a statement, under
the hand of its president, attested by the treasurer and the
corporate seal of such association, giving in detail the finan-
cial condition of said association for the year immediately
preceding such application.
SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 747.
AN ACT to add a new section to Article 27 of the Code of
Public General Laws, entitled " Crimes and Punish-
ments," sub-title " Jurisdiction, Procedure and Sentence,"
to be known as Section 461 A, and to follow Section 461.
SECTION 1. Be it enacted by the General Assembly of Mary-

Commissioners of any county it shall be the duty of the;
sheriff or other officer having charge of such prisoners of
that county to send, under a competent guard, such number
of able-bodied male prisoners in the county jail undergoing
punishment under sentence of a court or justice of the peace,
as the county may require, to work on any road in said
county, or in any quarry, pit or yard, in preparing materials
