said County Commissioners on or before the 15th day of
January, 1907; their successors shall biennially thereafter
on or before the 15th day of January make said examina-
tion of its accounts and reports and file the same with the
said County Commissioners for the period of two years
immediately following the period covered by their prede-
cessors.
SEC. 6. The said auditors shall also make out for publica-

tion in two of the newspapers of the county representing the
two leading political parties of the county such a report of
their investigation and such audits and accounts as in their
judgment they may deem advisable, and have the same pub-
lished for the benefit of the taxpayers of the county.
SEC. 7. The said auditors are hereby authorized and

empowered to require the production before them of the
books, accounts and papers of the said County Commissioners,
and to examine upon oath administered by them, or either of
them, any County Commissioner of said county on any matter
touching the affairs of the said County Commissioners, or to
examine upon oath administered by them, or either of them,
any other person as a witness whom they may be advised has
important information in regard to the conduct and acts of
said County Commissioner, or any of them, in matters per-
taining to their office. They shall have power to issue pro-
cess compelling such witness to attend before them, which
shall be directed to the sheriff of Washington county, and
it shall be the duty of said sheriff to serve such process
promptly, and the costs of same shall be paid by the
said County Commissioners; and any commissioner who
shall refuse to allow an examination of all the books and

accounts of their office, and any witness duly served with
process as aforesaid, who shall refuse to answer upon oath
touching the conduct or acts of said County Commissioners,
or as to the books, accounts and papers of said office, shall
on indictment and conviction thereof be fined not less than
one hundred nor more than five hundred dollars, in the dis-
cretion of the court; provided, however, that the examina-
tion of all such books, accounts and papers shall be made
in the office of said County Commissioners.
SEC. 8. The said County Commissioners are hereby
directed and authorized in their levy for taxes made in
1907 to include therein a sum not to exceed five hundred
