SECTION 1. Be it enacted by the General Assembly of Mary-
land, That all political parties in Montgomery county, which
|

at the last general election, or at any future general election,
held in this State, casting, or which shall cast not less than
25 per centum of the total vote cast in said county, shall, in
the year 1907, and each alternate year thereafter, hold
primary elections as herein provided.
SEC. 2. And be it enacted, That the political party casting

the highest number of votes in said county at the election
next preceding any primary, election held hereunder, shall
hold its primary election on the last Saturday in July, and
the party casting the next highest number of votes at such
election shall hold its primary election on the first Saturday
of August, and the other political parties, having the number
of votes prescribed in Section 1 of this Act, shall follow in
numerical order and at intervals of one week, until all the
political parties herein provided for shall have made their
nominations. At all such primary elections the polls shall
be opened at 8 o'clock A. M. and shall be closed at 6 o'clock
P. M.; and all such primary elections shall be held in the
several election districts of Montgomery county at the places
designated therefor by the governing bodies of the respec-
tive political parties, and the governing bodies of such
parties, for the purposes of this Act, shall be those bodies
which are recognized as the governing bodies of said polit-
ical parties by the parties themselves, for the time being.
SEC. 3. And be it enacted, That no person shall be per-
mitted to vote at any primary election to be held hereunder

unless he be a registered voter in the election district in
which he offers to vote, and a member of the party at whose
primary election he tenders his ballot; and no person shall
vote at more than one primary election in the same year; and
any registered voter who, at the last preceding general elec-
tion of electors for President and Vice-President of the
United States or for Governor of the State of Maryland,
voted for the candidates of the party at whose primary elec-
tion he tendered his ballot, or who, having failed to vote at
such election for electors for President and Vice-President of
the United States or for Governor of Maryland, declares
his intention to vote at the next succeeding election for the
candidates nominated by the party at whose primary election
he tenders his ballot, shall be deemed a member of said
party and entitled to vote at such primary election.
