shall by ordinance provide; and the proceeds thereof to be
used for the purpose of acquiring, by purchase, condemna-
tion or otherwise, land for public school buildings, and of
constructing and reconstructing public school buildings; but
said stock shall not be issued in whole or in part unless the
ordinance of the Mayor and City Council of Baltimore, pro-
viding for the issuance thereof shall be submitted to the legal
voters of the city of Baltimore, at such time and place as
may be fixed by said brdinance, and be approved by a
majority of the votes cast at such time and place as required
by Section 7 of Article 11 of the Constitution of Maryland.
SEC. 2. And be it further enacted, That this Act shall ta'ke
effect from the first day of January, 1907.

CHAPTER 553.

AN ACT to authorize and empower the Mayor, Counsellor
and Aldermen of the city of Annapolis to borrow money
and issue bonds for a sum of money not exceeding
($25,000) twenty-five thousand dollars, for the purpose of
providing payment for such permanent improvements as
may be found necessary; provided, that such improve-
ments and the approximate amount to be expended therefor
shall receive the assent of the qualified voters of the city
of Annapolis before such loan is contracted and such
bonds issued.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor, Counsellor and Aldermen of the city

of Annapolis is hereby authorized to borrow money in a
sum not to exceed ($25,000) twenty-five thousand dollars,
and issue their bonds for the purpose, in addition to all
other indebtedness of the city, under the conditions set forth
in this Act.
SEC. 2. And be it enacted, That the Mayor, Counsellor

to prepare an ordinance setting out the purposes to which
the money provided under the terms of this Act shall be
devoted and the approximate cost of each item of expendi-
ture, and submit the same to the voters of the city of Annap-
