attend upon due notice from the policeman in writing of the
time and place when and where the said service is to be
rendered, or whenever any said such person appears and
fails or refuses to work or render the service required of
him, to go before some justice of the peace for Worcester
county and make complaint against such person in order
that he may be prosecuted under the provisions of this sec-
tion. The Mayor and Council of Pocomoke City shall have
full power and authority to pass one or more ordinances for
executing, carrying out and enforcing the provision hereof
and for providing systematic arrangements in respect thereto.

Section 215 E. The Mayor and Council shall have authority

by ordinance to require an annual license or permit, to be
applied for and obtained by the parties or persons herein-
after mentioned, and fix the amounts for said licenses and
permits, and to prescribe the penalties to be imposed for
the failure to procure the licenses or permits and pay for
same. The money paid for any and all such licenses and
permits required by ordinance and issued under the order
of the Mayor and Council shall belong to them for the cor-
porate purposes of the town. The Mayor and Council may,
by and under ordinance, require the following parties or
persons, whether individuals, firms, associations or incorpo-
rated bodies, to apply for or obtain license or permit, to wit :
(1) All parties or persons who hawk, peddle, huckster or
vend any marketable commodities, wares or merchandise of
any description upon or along the streets, alleys or thorough-
fares of Pocomoke City; provided, that no license shall be
required of the producer, grower or the manufacturer of
such marketable commodities; provided, further, that per-
sons who themselves catch fish, crabs and other articles of
food from the water, and persons who catch or shoot game
shall not be required to take out a license to sell the same.
(2) All persons who go from house to house, or place to
place in said town to sell or dispose of any wares, mer-
chandise, marketable articles or other commodities; pro-
vided, that no license shall be required of the producer or
manufacturer of such marketable articles or commodities,
and no license shall be required if the party has already a
trader's license issued by the town. (3) All barbers who
have shops or saloons in said town for the accommo-
dation of their patrons, and the owner and the managers
