148. They shall have authority to remove any clerk, any
treasurer or bailiff, for neglect of duty, incompetency, or any
other cause which in their judgment may seem right, and
shall supply any such vacancy for the balance of the term.
They may, in their discretion, direct all male persons who are
qualified electors of said town, between the age of 21 years and
50 years, to work for one day upon the public streets of said
town, or to pay to the town bailiff the sum of seventy-five
cents for the use of the town. Any person who shall neglect
or refuse to promptly pay the above sum or to work one day
on said streets when directed by the commissioners shall be
guilty of a misdemeanor, and upon trial and conviction shall
be fined not less than five dollars.

CHAP. 372.

161. The County Commissioners, on the first day of May of
each year, shall pay to the Commissioners of East New Market
the sum of fifty dollars, for the purpose of assisting in the con-
struction of wells and maintaining the streets and other public
improvements within the corporate limits.
SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 373.
AN ACT to add a new Section to Article one of the Code of
Public Local Laws, title "Allegany County," sub-title
"Cumberland," to follow Section ninety -six, to be known as
Section ninety-six A.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and the same is hereby
added to Article 1 of the Code of Public Local Laws, title
"Allegany County," sub-title "Cumberland," to follow section
ninety-six, to be designated as section ninety-six A, and to read
as follows :

Section 96 A. That all persons or corporations owning build-
ings in the city of Cumberland more than three stories high,
and which are used for public meetings or places of amuse-
ment, or in which people assemble for lodge or other meet-
ings, shall provide said buildings with tire escapes from every
story of said building or buildings within sixty days after this
Act takes effect ; any person, persons or corporation who shall
fail to comply with this section shall be deemed guilty of a
misdemeanor, and upon conviction thereof shall be fined not
less than $50.00 nor more than $100.00. It shall be the duty
of the judge or judges of the Circuit Court of Allegany
