ence to their fitness for such office; said directors shall be
known as the library board, and shall hold office, one-third for
two years, one-third for four years, and one-third for six years,
from the first of January following their appointment and
until their successors are chosen, and at their first regular
meeting shall cast lots for their respective terms, and bienni-
ally thereafter the Board of County Commissioners shall,
before the first of January of each year, appoint, as before,
three directors to take the place of the retiring directors, who
shall hold office for six years and until their successors are
appointed. The Board of Commissioners may remove any
director for misconduct and neglect of duty.
SEC. 6. And le it enacted, That vacancies in the said

board of directors occasioned by removal, resignation or other-
wise, shall be reported to the board of County Commissioners,
and filled in the manner as original appointments.
SEC. 7. And be it enacted, That said directors shall,
|

elected.

immediately after their appointment, meet at the call
of the County Commissioners and to organize by the
election of a president and vice-president, secretary and
treasurer. The treasurer so elected shall be required to give
bond for the faithful performance of his trust in such sum as
said library board shall determine ; the said bond to be
approved by the said library board. Directors shall receive
no compensation ; they shall make and adopt such by-laws,
rules and regulations not inconsistent with this Act, for their
own guidance and for the government of the libraries and
reading rooms as may be expedient. They shall have exclu-
sive control of the expenditure of all moneys collected to the
credit of the library fund under this Act, and of the con-
stitution of any library building, and of the supervision, care
and custody of the grounds, rooms or buildings constructed,
leased or set apart for that purpose ; and they shall have
power to purchase or lease grounds, to occupy, lease or erect
an appropriate building or buildings for the use of said
library, appoint a suitable librarian and suitable assistants, and
shall have power to fix the compensation of such appointees
and to remove them if unsatisfactory, and shall in general
carry out the spirit and intent of this Act in establishing and
maintaining public libraries and reading rooms.

SEC. 8. And be it further enacted, That all moneys
collected for such libraries and reading rooms by the County
Commissioners or governing boards of incorporated towns, as
hereinabove provided, shall be deposited in the treasurer of
said County Commissioners and of the said incorporated towns,
respectfully, to the credit of the library fund, and shall be
