by law before the Mayor to faithfully perform their several
duties, receiving only the votes of registered and qualified
citizens of said corporation, and making returns under their
hands and seals to the clerk of said corporation of the persons
elected ; the polls shall be opened at one o'clock in the after-
noon and closed at seven o'clock in the evening; and the said
judges and clerks shall receive such compensation as shall be
provided by the Council ; and at the election first held under
this Act on the fourth Monday in April, nineteen hundred

Special
election held.

shall be judges of election, and James Stevens and John
Cadden clerks. If any vacancy shall occur in the Council
more than six months before the close of the term by reason
of death, resignation or removal from office or from the town
or otherwise, the Council shall without delay order a special
election to be held for the purpose of filling such vacancy, but
if a vacancy should occur for a less time then the Council
shall appoint some qualified person to fill such vacancy for the
time so vacant. The Council shall adopt the county assess-
ment of real and personal property in said town, and may
annually levy an equal tax on the real and personal property
actually within the limits of said town, to such an amoant as
may from time to time be deemed necessary for general and
special purposes, not to exceed forty cents on the hundred dollars
of the taxable property of said town in any one year ; and the
Council shall make and declare a levy at the regular meeting
in July in each year, or as soon as the county assessment for
the year shall be procurable, and the items entering into such
levy shall be published for the information of the taxpayers
of said town, and the levy shall be a lien on any and all prop-
erty of the persons against whom they are levied ; provided,
that when any property lies partly within and partly without
the limits of the town, the Council shall have authority to
assess the part within the limits of said town at a proper pro-
portion of the county valuation ; no member of the Council
shall during his term of office hold or be interested in any
other office under the corporation, except that one of the
Council shall be elected at the first meeting in every term to
be a member of the board of health, for which office there
shall be no compensation ; nor shall any member of the

Quorum.
|
Council be a party, directly or indirectly, in any contract in
which the corporation is interested. A majority of all the
members of the Council shall constitute a quorum for the
transaction of business. All salaries and compensations of
officers, agents and servants of the corporation not herein pro-
vided for, shall be fixed by the Council. No money shall be
payable on any bills or order unless first audited and accepted
