imposing a fine of less than one nor more than twenty-
five dollars, nor for a term of imprisonment exceeding thirty
days ; provided also, that all fines imposed shall be paid into
the treasury of the town ; no order or resolution for the pay-
ment of money out of the town treasury shall be valid with-
out his approval in writing; during his term he shall hold no
other corporation office, nor shall he be interested in any con-
tract to which the corporation is a party ; he shall receive the
sum of five dollars a year for his official services, payable

annually. Before entering upon his duties he shall take and
subscribe before the retiring Mayor or any justice of the peace
in Allegany county the oath prescribed by the constitution of
of Maryland, section six of Article one. Annually on the
first Monday in April he shall report in writing to the Council
the receipts and disbursements of the town and the sums due
to and from said town if any sums be due the general State,
and make such recommendations as he thinks best, which shall
be attested by an auditing committee of the Council after
careful examination and published in some newspaper pub-
lished in Allegany county, for the information of the voters
of said corporation.

COUNCIL.

Section 184 B. The Council shall be composed of four
members, who shall be elected as hereinbefore provided and
shall hold their office from the first Monday in May of each
year next after their election for two years, or until their suc-
cessors are duly elected and qualified ; except that in the year
nineteen hundred and two, of the four Councilmeo elected,
two shall be elected for only one year. Before entering upon
their duties the Councilmen shall make oath before the
Mayor that they will diligently perform the duties required
of them by law as members of the town Council, without
partiality or prejudice ; any person having the qualifications
prescribed in the paragraph of this bill having the sub-title
"Election" shall be eligible as a member of the town Council.
The Council shall meet on the first Monday in each month and
at such other times as it may deem necessary for the public busi-
ness. The members of the Council shall receive tive dollars each,
annually, for attending the sessions of the Council or attend-
ing to the other public business required of them. The

Council shall appoint three judges of election and two clerks,
for the purpose of holding each general or special election
which may be held under the provisions of this Act or the
ordinances passed in pursuance thereof, and said judges and
clerks of election shall conduct the election in all respects as
such elections are usually held, first taking oath as required
