appoint some other citizen, a property owner and a resident of
the district or precinct whose occupation leads him to travel
much the roads of the district or precinct, and said inspector
shall serve without compensation. The said commissioners
shall also at their first meeting in April, nineteen hundred and
|

two, and annually thereafter, appoint one road supervisor for
each election district and precinct of the county, said super-
visors being selected with special regard to their knowledge
and ability to direct work on the public roads and to provide
good teams for said work. The County Commissioners shall,
at the same meeting, fix the supervisors' salary or per diem,
which amount shall not be increased or diminished during the
term of one year. The said commissioners shall at the same
time fix the compensation to be paid to laborers on the public
roads and the amounts to be allowed for teams while at work
on same.

Section 101. The County Commissioners, at their levy-laying
session in nineteen hundred and two, shall levy a sufficient sum
of money to pay all indebtedness on account of roads, and
shall also then, and annually thereafter, levy a sum not less
than tive thousand nor more than seven thousand dollars for
the building and repair of said roads in any one year ; pro-
vided, that nothing in this section shall prevent the commis-
sioners from levying an additional amount to build any bridge,
the cost of which will be one hundred dollars or more ; pro-
vided said bridge shall be built by contract after the County
Commissioners shall have advertised for bids for the construct-
ing of same in at least two issues of a county paper, the con-
tract being awarded to the lowest responsible bidders ; all
accounts of expenditures provided for in this section shall be
kept by said commissioners and published in conformity to
section 11 of Article 25 of the Code of Public General Laws,
title "County Commissioners."

Section 102. The County Commissioners shall so soon after
each annual levy as practicable, apportion the sum so levied
for public roads among the several election districts and pre-
cincts of the county in exact proportion to the assessed basis
of each district and precinct, and shall furnish each road
inspector with a statement of the amount to be expended in
his district or precinct during the year.

Section 103. The County Commissioners are authorized and
required to purchase and supply such tools, implements and
machines, being at least three improved road machines, as in
their judgment may be necessary for the purpose of building
and repairing said public roads; said improved road machines
to be allotted to use as follows: one in first commissioner's
