they may sell such horse, mare or gelding at public auction,
for cash, upon giving notice of the time, place and terms of
sale by advertisement published at least ten days before the
day of sale in some newspaper published in the city of
Annapolis or by handbills circulated in said county; and the
proceeds of sale to be applied after the payment of all
expenses, to the discharge of such indebtedness due at the
time of the sale, and the balance, if any, to be paid over to
the person or persons entitled to the same.
SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 286.

AN ACT to repeal Section 73, Article 7 of the Code of
Public Local Laws of the State of Maryland relating to the
town of Manchester, in Carroll county, and to re-enact the
same in an amended or different form, and to add an addi-
tional Section to said Article 7, to follow Section 73 A, and
be numbered Section 73B.

CHAP. 286.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That section 73 of Article 7 of the Code of Pub-
lic Local Laws of Carroll county, sub-title "Manchester," be and
the same is hereby repealed and re-enacted, to read as follows,
to wit :

Repeal and
re-enact.

73. All property, whether real, personal or mixed, within
said corporate limits, except that occupied as churches, schools
and 'the property owned by the Daniel and Jacob Lodge
Improved Order I. O. O. F. shall be subject to such taxes and
charges as may be deemed necessary by said Mayor and
Common Council to support and maintain the expenses which
may be at any time incurred in the improvement and manage-
ment of said town, and for other corporate purposes not
exceeding twenty cents on the hundred dollars of the assessed
value of all property within the corporate limits of said town
now liable to assessment and taxation for State and county
taxation, under the laws of this State.

Subject
to taxation,

73 A. And be it enacted, That the said Mayor and Common
Council are hereby authorized and empowered to levy and
collect each and every year as they, in their discretion, may
deem necessary, a special tax, nut exceeding five cents on
every one hundred dollars' worth of the taxable property of
all kinds and descriptions liable to assessment and taxation
within the corporate limits of the town of Manchester, and
