267. Be it enacted by the General Assembly of Maryland,
That the County Commissioners of Dorchester county are
hereby authorized, empowered and required to levy a tax upon
the assessable property in said county, and collect it from the
tax payers therein, an amount they may deem necessary, not to
exceed ten thousand dollars ($10,000), which shall be applied,
or so much thereof as may be necessary, for repairing and
improving the public roads and bridges, and for opening new
roads in the said county. The funds so acquired for appropri-
ations by the County Commissioners, shall be proportionately
expended in the several election districts of the county where
exigencies most require to keep the roads in the best possible
condition for public travel and use. The said County Com-
missioners shall have entire management of and control over
all repairs and improvements to be made on the public roads
and bridges thereon throughout the county, and may adopt any
method which in their judgment will give the greatest benefits
to the public for the money expended. They may contract to
the lowest responsible bidder for any or all .bridge materials
and work, repairs of roads and building new roads; and such
contractors, as well as ,any other persons who may be author-
ized to do this said work, shall be designated and known as
road supervisors.

268. The County Commissioners are authorized to use any
part of the money so levied for roads to purchase oyster shells;
and whenever the residents along any main public road may bind
themselves to transport, haul and spread shells upon such road,
the commissioners shall purchase and pay for such oyster shells,
and the work embraced in this section, together with all other
work done upon the county road, shall be under the direction
and supervision of the said County Commissioners.

SEC. 2. And be it further enacted, That this act shall take .
effect from the date of its passage.
Approved March 23d, 1896.

CHAPTER 86.

AN ACT to authorize the County Commissioners of St. Mary's
County to levy a sum of money for building one school
house for colored children in the first election district of
said county, and another in the ninth election district of
said county.

SECTION 1. Be it enacted by the General Assembly of Mary-
