missioners to the lowest responsible bidder, subject to the ap-
proval of the road engineer hereinafter provided for, and the
Road Commissioner and the engineer by whom said contracts
are awarded, shall immediately report the same and all their
proceedings in reference thereto, to the said Board of Road
Commissioners and to the County Commissioners.

SEC. 6. And be it enacted, That it shall be the duty of the
Road Commissioners, at their first meeting, or as soon thereafter
as possible, to elect a competent civil engineer to take charge
of and to superintend the whole matter of the construction,
improvement and repair of the public roads of Anne Arundel
county, at a salary not to exceed fifteen hundred dollars per
annum, subject nevertheless to the direction and control of the
Board of Road Commissioners and County Commissioners of
Anne Arundel county, as herein provided for; that salary
of the said engineer shall be paid in cash by the order of
the County Commissioners upon the treasurer of the said
county.

SEC. 7. And be it enacted, That when, from any cause, the

construction, repairs or improvements of any section or any
part of the public road system of Anne Arundel county shall
not be given out by contract, the Road Commissioners, each in
his respective district, and the engineer, may employ labor to
do such work as may be necessary to maintain the public roads
in good condition, at a price not to exceed one dollar per day
for labor and one dollar and fifty cents per day for a foreman
for each gang of laborers, and ———— dollars a day for a team
and driver, and in such cases the Road Commissioners and engi-
neer having the work done shall report the same as
soon as possible, to the County Commissioners, who shall pro-
vide for the payment thereof, upon the certificate of the engi-
neer that said work has been properly done.

SEC. 8. And be it enacted, That the engineer hereinbefore

provided for shall be elected for the period of four years, but
may be discharged at any time by the County Commissioners
upon the recommendation of the Road Commissioners for in-
competency, neglect of duty or other good cause, provided the
same be not for political reasons, or his employment may be
terminated at the end of any year upon giving to the engineer
ninety days' notice, which notice shall be given by the County
Commissioners upon the recommendation of the Road Com-
missioners, and not otherwise.
