said Road Commissioners, and shall receive as compensation
therefor the sum of two dollars and fifty cents for each day
during which he is actually employed in attendance upon said
Road Commissioners.

SEC. 4. And be it enacted, That the said Board of Road
Commissioners shall qualify and enter upon the discharge of
their duties within thirty days after their appointment, and
shall organize by the election of a president and secretary; and
it shall be the duty of the Secretary to keep an accurate min-
ute of all the proceedings of the said Road Commissioners.
The minutes of the proceedings of the. Board of Road Com-
missioners shall be deposited in the office of the County Com-
missioners of Anne Arundel county and kept there by the
clerk of said County Commissioners with the other reports of
said county.

SEC. 5. And be it enacted, That it shall be the duty of each
Road Commissioner to personally inspect at least once in every

three months, the condition of the roads in his district
and to make a full report to the Board of Road Com-
missioners of the condition of the roads of his district, the
repairs and improvement necessary or desirable, and he shall
make an estimate, or cause an estimate to be made, of the
probable expense of such repairs and improvements and
report the same to the Board of Road Commissioners. Each
commissioner shall lay off the roads in his district, in such
number of miles as he may, in his judgment, think best, and
shall divide up said roads into sections, which he shall desig-
nate as section A, section B, and so on, until all the sections in,
said district have been designated. He shall then proceed to
examine carefully each, section, so as to ascertain what will be
a fair compensation for the working of the same, all of which
shall be reported to the said Board of Road Commissioners,
and a vote of the board shall be taken on all propositions to
repair, improve, or construct any of the roads in said county,
and if the vote of the Road Commissioners be favorable
thereto, the matter shall be laid before the Boird of County
Commissioners for their endorsement. All work upon the
county roads, which shall thus be determined upon shall be
given out by contract, and the Road Commissioners, each in
his respective district, shall advertise for proposals to do said
work, which said advertisements shall be published at the
expense of the county, in the newspapers doing the county
printing, and the contract shall be awarded by the Road Com.
