New sections.

repealed and re-enacted, with amendments, and that two new
sections be, and the same are hereby added to Article 1 of the
Code of Public Local Laws, title "Allegany County," sub-title
"Frostburg," to follow immediately after section 163 of the
aforementioned article, and to be designated as sections 163 A,
163 B, said sections as amended, and the sajd additional sections
to read as follows :

Clerk and
treasurer.

141. During the month of May, in the year 1897, and every
year thereafter, the Mayor and Councilmen shall appoint and
qualify a clerk, who shall keep minutes of their proceedings,
which shall be subject ta the inspection of all persons interested
therein, and who shall perform all other duties pertaining to
the office; the Mayor and Councilmen shall appoint a treasurer,
who shall give bond, to be approved by the Mayor and Council-
men, in such penalty and with such sureties as the Mayor and
Councilmen shall prescribe, conditioned for the faithful per-
formance of the duties of his office, and who shall pay moneys
only on the order of the Mayor and Councilmen.

Supervisors
of streets.

157. During the month of May, in the year 1897, and every
year thereafter, the Mayor and Councilmen may appoint a
supervisor or supervisors of the streets, lanes and alleys of said
town, and direct in what manner the same shall be kept up and
repaired, and may allow such supervisor such compensation for
his services as they may deem reasonable.

Registration
of voters.


163 A. The Mayor and Councilmen shall cause to be made
and maintained a registration of the legal voters of said town,
and the registration shall be made under the direction of the
Mayor and Councilmen during the month of March, in the
year 1897, and the registration so made under the authority of
this law shall, together with such additional changes or altera-
tions as may be or become necessary, constitute such registra-
tion. Said registration shall be made and corrected in the man-
ner provided in the general registration law of the State, and
shall specify the residence of the voters on such street, lane and
alley, and such registration shall be essential to the right of
voting at any election under the charter, but shall not be con-
clusive evidence of such right to vote; said Mayor and Coun-
cilmen shall annually on or before the second Monday in Feb-
ruary of each year, elect two persons of opposite politics to act
as officers of registration, who shall sit as officers of registration
at the council chamber not less than three days, commencing
on the third Monday of March in year, and nine hours each
day, and twenty days' public notice of such sitting shall be
given by advertisement in the newspaper of said town.
