163 B. Said Mayor and Councilmen shall have the power to
make contracts exempting from town taxation the real and per-
sonal property or capital stock of any manufacturing company
desiring to locate in said town and as an inducement to locate
therein; provided, that such contract exempting the same shall
be limited as to time, and shall not exceed ten years.

SEC. 2. And be it enacted. That this act shall take effect
from the date of its passage.

CHAPTER 359.

AN ACT to repeal Section 23 of Article 13 of the Code of
Public Local Laws, entitled "Harford County," sub-title
"Bel Air," as repealed and re-enacted by the Acts of 1890,
Chapter 154, and also to repeal Section 30 of Article 13 of
the Code of Public Local Laws, entitled "Harford County,"
sub-title "Bel Air," and to re-enact the same with amend-
ments.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That section twenty three of Article thirteen of the Code

of Public Local Laws, entitled "Harford County," sub-title
"Bel Air," as amended by the acts of 1890, chapter 154, and
section thirty of Article thirteen of the Public Local Laws,
entitled "Harford County," subtitle "Bel Air," be and the
same are hereby repealed and re-enacted with amendments, so
as to read as follows :

Repeal.

23. The male citizens residing within the corporate limits of
the said town of Bel Air, above the age of twenty-one years,
shall hold an election on the first Monday of May in each and
every year for five commissioners, who shall hold their office
for one year, or until their successors are elected and qualified,
and shall have the management of said town, and no one shall
be eligible to hold the office of Town Commissioner who is
not a qualified voter at said election, and said commissioners
shall have full power and authority to enact and pass all ordi-
nances, to preserve the health of the town, to promote cleanli-
ness and good order, to regulate the keeping and running at
large of cattle, swine, goats, dogs, fowls and other animals, to
preserve and promote the peace, order and good government
