LAWS OF MARYLAND,
the said Mayor and Alderman of Frederick, by ordinance

Disposition of
fines and
costs.

passed in accordance with the provisions of the charter of
" Frederick city," and said justices of the peace shall pay
quarterly to the Register of Frederick city all fines and costs
collected by them in corporation cases, and any one of them
upon failure to do so shall be liable to indictment in the Cir-
cuit Court for Frederick county, and upon conviction, shall be
fined the sum of one hundred dollars, or be imprisoned in the
county jail for a term of not less than two months, and not
more than six months, or both, in the discretion of the Court,
and each of said justices shall produce his docket when
requested so to do by the Board of Alderman, and may be
interrogated under oath in regard to the entries therein.

Repeal.

SEC. 2. And be it hereby further enacted, That section one
hundred and eighty-three of article eleven of the Code of
Public Local Laws of Maryland, title "Frederick County," sub-
title "Frederick," be and the same is hereby repealed.

Effective. ,

SEC. 3. And be it hereby further enacted, That this act shall
take effect on the first Monday of May in the year eighteen
hundred and ninety-six.

CHAPTER 32.
AN ACT for the relief of Charles J. Seigmund, Jr.

Preamble.

WHEREAS, By section 10 of chapter 273, Acts of Assembly
of 1894, the State Veterinary Medical Board cannot (after the
first of January, 1895) issue certificates to any persons not
graduates of colleges requiring less than three years' course of
study; and

WHEREAS, Charles J. Seigmnnd, Jr., a citizen of the State
of, Mary land, was for some time prior to the passage of said
Act of Assembly a student of the National Veterinary College
of Washington, D. C., a college duly incorporated and licensed,
and which required a two years' course of study, and that he
graduated therefrom and received his diploma after the first
day of January, 1895; and

Preamble.

WHEREAS, It is impossible for the said Charles J. Seigmund,
Jr., to comply with the provisions of section 10, chapter 273,
of the Acts of Assembly of 1894, and he is therefore deprived
of his rights, property and privileges, and debarred from prac-
