shall, at the same time, fix the compensation to be paid to
laborers on the public roads; it shall be the duty of the gen-
eral supervisor, and he is hereby required to ride over the
public roads of each district, at least once a month during the
season in which they are to be worked, and to advise with
and direct, as far as practicable, how, when and where
the said district supervisors shall work said roads; the said
district road supervisors shall be subject to the advice of the
general supervisor, have exclusive control over all their labor-
ers, teams, tools and machinery during the time they are at
work on said roads; and each district road supervisor is author-
ized to employ not more than six laborers; and in no case shall
any such supervisor employ less than three when at work on
said roads, during the time limited for working on said roads ;
each district supervisor shall keep an account of all the material
purchased, the number of days of labor performed by himself
and by each laborer hired by him, with other expenses author-
ized by this sub-title of this article, which may be thus
incurred, and shall once in each month render such account to
the general supervisor, whose duty it shall be report the same
monthly to the County Commissioners, who shall draw their
warrant on the collectors for the same when cash available
therefor is not at hand; work on said roads shall not commence
before the first day of May and shall end on the first day of
November; but nothing in this act shall authorize any super-
visor to do any work in any year after he has exhausted the
amount apportioned to his district; and it shall be the duty of
the general road supervisor to notify the district supervisors
whenever the amounts apportioned to their respective district
shall be exhausted; but nothing in this act shall prohibit any
supervisor from cutting and removing any trees which shall
have fallen across said road so as to obstruct travel, nor to
repair of any bridge or washout at any time, if the public
convenience requires it; but whenever they have cash available,
then all road accounts shall be paid in cash, and it is hereby
made the duty of the clerk or treasurer of the Board of County
Commissioners to immediately after the adjustment of said
accounts, pay over to the general supervisor the amount due
each district supervisor, laborer or other persons, for materials,
teams or implements for the preceding months; and the said
general supervisor shall therefor immediately pay to the per
sons entitled to receive the same, the amounts due them in
the game manner in which he has received the same, whether
in cash or in script, before proceeding to perform the duties of
his office; the said general supervisor shall give a bond to said
