upon each ballot there shall be printed the words "For the Constitu-
tional Amendment" and "Against the Constitutional Amendment," as
now prescribed by law, and immediately after said election, due returns
shall be made to the Governor of the vote for and against said proposed
amendment, as directed by said Article 14 of the Constitution and
further proceedings had in accordance with said Article 14.

A third Bill (House Bill 8) was suggested by the President of
the Senate, the Honorable William S. James of Harford County, and
introduced by the Speaker of the House of Delegates, the Honorable
Marvin Mandel of Baltimore City. It provided for a History and
Directory of the Maryland Legislature from the beginning to the
present. It was proposed that the Hall of Records do this history in
collaboration with the History Department of the University of Mary-
land. We had a hearing before the Legislative Council at which Pro-
fessor Aubrey C. Land of the University and I appeared, and the bill
passed both Houses without opposition. However, it was one of the
bills which was vetoed by the Governor, the Bill and the Veto message
follow:

ENTITLED
AN ACT to add a new Section 46 to Article 40 of the Annotated Code
of Maryland (1957 Edition and 1965 Supplement), title "General
Assembly," subtitle "History of the General Assembly," to follow
immediately after Section 45 thereof, making provision for the
writing, printing, and publication of a history of the General
Assembly and the cost thereof, establishing a Board of Legislative
History to have general direction of this project, and relating gen-
erally to the preparation, publication and history of the General
Assembly, its financing, control and direction.
