127C, Upon written application of a custodian of records,
the Hall of Records Commission may, in its discretion, approve
schedules providing for the periodic disposal of record series.
Schedules providing for the destruction of records must receive
the written approval of the Board of Public Works. Such
schedules for the disposal of record series shall be subject to
revision or cancellation after due notice by the record custodian,
the Hall of Records Commission or the Board of Public Works.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1949.

CHAPTER 663
An examination of the Act governing the Maryland Manual was
made by the Archivist when he was asked to edit it. The Manual law had
been enacted in the last decade of the nineteenth century and only slightly
amended since that time. It was, consequently, full of anachronisms and
ancient provisions and instructions, some of them impractical today and
others impossible. So many changes had to be made that it has an entirely
new appearance.

(House Bill 778)
AN ACT to repeal and re-enact, with amendments, Sections 71,
72 and 73 of Article 41 of the Annotated Code of Maryland
(1939 Edition), title "Governor—Executive and Administra-
tive Departments", subtitle "State Manual", relating to the
publishing and distributing of the State Manual.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 71, 72 and 73 of Article 41 of the Annotated
Code of Maryland (1939 Edition), title "Governor—Executive
and Administrative Departments", sub-title "State Manual", be
and the same are hereby repealed and reenacted, with amend-
ments, to read as follows:
71. It shall be the duty of the Secretary of State to publish
from time to time a manual of the State of Maryland.
72. Said Manual shall be printed in such number as the
