For the two years preceding the present one the Archivist had
to report only two resignations. This stability was due to the les-
sening of demand for personnel from Washington and to the small
increases in salaries and benefits granted by the State in 1943. It
had been hoped too that with the end of the war there would come
a period of less intense competition for white-collar workers. As a
matter of fact, the end of the war has brought increased demands
