Furthermore, the salary increases which have been granted to the
Hal! of Records by the Governor and the Legislature on the recom-
mendations of the Standard Salary Board should help us to compete
with the salaries offered by Federal Agencies in peacetime. The mem-
bers of the Commission will note in the Report of the Comptroller of
the Treasury that certain salaries are lower at the beginning rate than
what has been paid heretofore by the Hall of Records but the maximums
are in every case higher. The maximum is reached after five years of
service, a 5% increase to be allowed at the end of each of the first five
years of satisfactory service. Further increases are allowed only if the
employee is given a higher classification. In no case were present
salaries reduced, although some members of the staff would not normally
have reached the rate they are now receiving for three or four years,
The members of the Commission will note likewise that the titles given
in the list of staff members above are different from those used previ-
ously. This is due to the fact that all titles have been standardized
and, wherever possible, made to conform with those used in other State
Agencies.
FINANCIAL STATEMENT
A balance of $2,295.39 was carried over from 1942 appropriations.
Of this amount $1,930.86 was reserved from Budget Item No. 207 for
the publication of the Calendar of Maryland State Papers, No, 1, The
Black Books. The cost of printing amounted to $1,387.21 and was paid
on April 9, 1943. The balance of $543.65 was reverted to the General
Funds of the State on April 15, 1943, closing out 1942 Budget Item
No. 207.
There still remains a balance of $364.53 being held over from
Budget Item No, 509 for the fiscal year 1942, which is to cover the
cost of a Recordak Library Film Reader. The order for this was placed
on July 3, 1942 with the Recordak Corporation. It is still on file and
when orders for film readers with preference ratings similar to ours
are filled, it is expected that this reader will be delivered.
General appropriations for the fiscal period October 1, 1942, to
June 30, 1943, were $34,355.00. In addition there were certain credits
amounting to $889,15 to make a total of $35,244.15; of this sum
$23,248,18 was expended; $10,299.94 reverted to the Treasury; and
$1,696.03 was held over.
