governor of Maryland. A proclamation, [Declaring
the election of eight representatives of this state
to Congress] Given in Council at the city of An-
napolis, under the seal of the state of Maryland,
this second day of November, in the year of Our
Lord one thousand seven hundred and ninety-six.
