AN ACT amending subsection (j) "Holiday Leave" of Section 1.117 "Leave" of
the Howard County Code in order to delete the Lincoln's Birthday holiday, re-name
the Washington's Birthday holiday, and create a new holiday on the Friday after
Thanksgiving.

Effective Date January 14, 1990.

Bill No. 89

AN ACT repealing and re-enacting subtitle 3 "Plumbing Regulations" of Title 3
"Buildings" of the Howard County Code to update the Howard County Plumbing Code;
to revise the licensing procedures to reflect changes in state law; to revise the permit
procedures for plumbing work; and generally clarifying Howard County's law relating to
plumbers and plumbing.

Effective Date January 14, 1990.

Bill No. 90

AN ACT amending various sections of subtitle 5 "Signs" of Title 3 "Buildings" of
the Howard County Code to allow roof signs which do not exceed the height of the
building on any profile of the building; to exempt construction identification signs
smaller than 6 square feet from permit and other requirements; to allow "open house"
signs in the county right-of-way from noon Friday to the following Monday; to prohibit
banners other than temporary signs or "grand opening" banners; to delete the
prohibition against signs attached to fences or other signs; to authorize the Department
of Inspections, Licenses and Permits to remove without notice all illegal signs in the
county right-of-way; to permit issuance of a civil citation without prior issuance of a
notice of violation; to delete duplicative material; to correct citations and spelling; and
generally to clarify the subtitle.

Effective Date January 14, 1990.
