AN ACT adding Subtitle 9 "Alcohol and Drug Abuse" to Title 12 "Health &
Social Services" of the Howard County Code to establish the Alcohol and Drug Abuse
Advisory Board; to set forth the number of members and their qualifications; to list the
duties and responsibilities of the Alcohol and Drug Abuse Advisory Board; and to
establish the terms of the initial appointees.

AN ACT to add Section 18.124 (eX) to Title 18, "Public Works" of the Howard
County Code to incorporate into the Metropolitan District certain parcel(s) in
Columbia belonging to Steven and Mollie Brand.

AN ACT adding new Subtitle 7 "Rental Housing Expense Assistance Program" to
Title 13 "Housing, Urban Renewal and Economic Development" of the Howard County
Code to establish a Rental Housing Expense Assistance Program administered by the
Office of Housing and Community Development to provide loans or grants in the
amount of $3,000.00 per eligible unit to owners of rental housing projects who agree to
rent a certain percentage of units in a project to low and moderate income tenants at
below market rents, to establish terms and conditions of such loans and grants, to
require owners of participating projects to submit certain reports and to permit audits
of their records, to provide for the inspection of the regulated portion of a participating
project, to provide for the approval of applications by the County Executive, to indicate
the powers and duties of the Office of Housing and Community Development in
connection with the program and generally relating to the establishment of a Rental
Housing Expense Assistance Program.
