professional services, for the power and duties of the purchasing agent, for the rules
and regulations for purchasing, for the anti-bribery affidavit, for contract procedure,
open market purchases and sales, cooperative purchasing, dealing with conflict of laws.

FOR the purpose of defining panhandle driveways and panhandle lots providing
comprehensive regulations for panhandle lots in the development approval process,
allowing an exception for panhandle lots in the zoning regulations and requiring rea]
estate contracts and advertising to disclose that property is a panhandle lot.
