discharge of liquids, zoning approval of camps, compliance with fire laws, Department
of Public Works requirements, display of license, compliance with Plumbing Code,
prohibition of cesspools and septic tanks, location of sewage disposal systems, waste
water disposal, declaration of policy, authority to amend or repeal rules and
