AN ACT concerning

Title 2. "Administration"

For the purpose of repealing sections for the provisions of street lights and for
firefighting equipment, the creation of a director of public works, the raising of a militia
and for the provision of arms and ammunition, the appropriation and borrowing of
moneys for public defense in time of war, the establishment of salaries for liquor
inspectors, the establishment of compensation for deputy medical examiners, the county
executive's authority to sign deeds or leases, the authority to the secretary to the county
executive to attest signatures, the powers and duties of the county attorney generally,
the provision of oaths and employees of the State's Attorney, the penalty for violating
the secrecy requirements of the State's Attorney, the presentment of cases to grand
jury, the prosecution of misdemeanors, the issuance of summons by the State's
Attorney, the administration of oaths to witnesses before the State's Attorney, the
investigation of cases by the State's Attorney, the trial procedure applicable to
information filed by the State's Attorney and the jurisdiction of the circuit court to hear
misdemeanors; repealing and reenacting sections allowing for the exchange of real and
leasehold property and for the disposal of real property, the appropriation of moneys to
public and nonprofit organizations who provide a benefit to the citizens of the county,
the approval of contracts for the purchase or lease of materials, equipment or supplies,
the approval of contracts with independent firms of certified public accountants, the
fees for copies of books and records, the fees for copies of police reports, the fees for
fingerprints to be taken, the organization of the department of public works, the
powers, duties and organization of the department of public works, the duties of the
director of the department of public works, the amendment to the definitions under the
Employee's Relations Act, the amendment to the negotiation rights and responsibilities
of employee organizations, the requirement of bonds for special officers, the provision
for changing the county executive's salary, the authority of the county attorney to
represent the county, the approval of condemnation matters by the council, the
compensation of council members, the rules of practice and procedure of the Board of
Appeals, the delegation to the Board of Appeals of the interim power to change zoning
classification of property, the suspension of reclassification petitions filed during the
preparation of the zoning map, the organization of the Economic Development
Commission, the meetings of the Economic Development Commission, the power and
duties of the Economic Development Commission, the terms of the members of the
coalition for handicapped persons, the membership of the commission for women, the
organization of the commission for women, the officers of the commission for women,
the establishment of the self insurance fund, the provision of funds to obtain excess
insurance coverage, change of name from CETA to JTPA, the administration of funds
under JTPA of 1984, the defense and reimbursement in civil actions, the method of
reimbursement, the purpose and authority to enforce storm water management
provisions, the amendment of definitions, the amendment of the applicability of the
