WILLIAM DONALD SCHAEFER, Governor

(1) Examine the relationships among housing costs, labor force
availability, transportation, and economic growth;

(2) Define areas of the State where insufficient affordable housing affects
economic growth;

(3) Specify the barriers to affordable housing production;

(4) Propose techniques, programs, or incentives for increasing and
preserving the stock of affordable housing in those areas; and

(5) Recommend an appropriate State role in solving problems identified
by the Task Force.

D. Report and Recommendations. The Task Force shall report its analysis and
recommendations to the Governor by December 1, 1990.

Governor's Prescription Drug Commission

WHEREAS, Prescription drugs have a high potential for abuse and may lead to severe
psychic or physical dependence; and

WHEREAS, The number of prescription drugs prescribed in Maryland each year is in
the millions; and

WHEREAS, Maryland has a serious problem with regard to the abuse and misuse of
prescription drugs; and

WHEREAS, Maryland lacks a coordinated program for collecting and analyzing the
data that is needed to address this problem and to institute corrective steps; and

WHEREAS, Maryland needs to utilize the information available from pharmacists to
decrease the diversion of prescription drugs into the illicit drug market; and

WHEREAS, Maryland needs to reduce the diversion of all schedules of prescription
drugs; and

WHEREAS, The Division of Drug Control of the Department of Health and Mental
Hygiene has authority to protect the public against the illegal diversion and the
misuse and abuse of controlled dangerous substances; and

WHEREAS, Maryland recognizes the need to establish a special commission that will
advise the Secretary of Health and Mental Hygiene and the Division of Drug
Control regarding the State's effort to reduce the illegal diversion and the misuse
and abuse of controlled dangerous substances that may be dispensed by
prescription;

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE
