(4) In the event of a vacancy, the Governor shall appoint a successor.

(5) The majority of the Task Force shall constitute a quorum for the
transaction of any business. The Task Force may adopt such other procedures
necessary to ensure the orderly transaction of business.

(6) The Chairperson may appoint subcommittees as necessary, to study
specific issues recommended by the Governor to the Task Force.

(7) The members of the Task Force may not receive compensation for
their services.

(8) The College of Education, University of Maryland, shall provide
necessary staff support to the task force.

C. Scope of the Task Force. The Task Force shall:

(1) Define "self-esteem" for individuals, businessmen, a community,
youth, elderly, and all other appropriate groups, and suggest ways State employees
may improve self-esteem for themselves and in their work ethic;

(2) Identify existing programs currently in place in the public and/or
private sector which promote healthy self-esteem;

(3) Identify and make recommendations for additional programs which
would promote healthy self-esteem and enhance existing programs;

(4) Develop and improve methods for promoting personal and public
awareness of building healthy self-esteem as a way of preventing social problems;
and

(5) Provide a plan for implementation by the Governor of the findings of
the Task Force on Self-Esteem.

D. The Task Force shall present an annual report to the Governor with interim
reports consistent with early and prompt attention to the findings of the Task
Force.

Executive Order 01.01.1989.08 on May 11, 1989 to develop a comprehensive and
coordinated strategy involving local government, the private sector, and citizens to
meet the State's recycling goals; and
