EXECUTIVE ORDERS

WHEREAS, An expansion of the Council is appropriate to accommodate additional
representatives;

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE
STATE OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN
ME BY THE CONSTITUTION AND LAWS OF MARYLAND, HEREBY
PROCLAIM THE FOLLOWING ORDER AMENDING EXECUTIVE ORDER

01.01.1989.08, EFFECTIVE IMMEDIATELY:

A. The Council. There is a Governor's Advisory Council on Recycling.
B. Membership and Procedures.

(1) The Council shall consist of [14] 16 members appointed by the
Governor. Of the members appointed, the Council shall include:

(a) 1 member of the Senate of Maryland, nominated by the President
of the Senate;

(b) 1 member of the House of Delegates, nominated by the Speaker
of the House;

(c) 1 representative of the Department of the Environment with
expertise in solid waste minimization;

(d) 1 representative of the Maryland Association of Counties;

(e) 1 representative of the Maryland Municipal League;

(f) 1 representative of the Northeast Maryland Waste Disposal
Authority;

(g) 1 representative of the environmental community;

(h) 1 representative of the recycling industry;

(i) 1 representative of the packaging industry;

(j) 1 representative of the solid waste industry;

(k) 1 representative of the Maryland Food Dealers Association;

(1) 1 member from the Maryland Environmental Service; [and]

(M) 2 MEMBERS FROM THE FOOD AND BEVERAGE
INDUSTRY; AND

[(m)](N) 2 public members who represent the general public.

(2) The Governor shall appoint the Chairperson of the Council.

(3) The Governor may remove any member of the Council for any cause
adversely affecting the member's ability or willingness to perform his or her
duties.
