under the new subtitle "Miscellaneous Provisions", respectively.
SECTION 5 6. AND BE IT FURTHER ENACTED, That Article 49D - Office
for Children and Youth of the Annotated Code of Maryland be renamed to be Article
49D - Office for Children, Youth, and Families.
SECTION 7. AND BE IT FURTHER ENACTED, That every person who, as of
June 30, 1990, is employed by the Governor's Council on Adolescent Pregnancy, State
Coordinating Council for Residential Placement of Handicapped Children, and Infants
and Toddlers Program in a position authorized by the State budget is hereby
transferred to the Office for Children, Youth, and Families, effective July 1, 1990,
without any change or loss of rights, benefits, entitlements, or status.
SECTION 8. AND BE IT FURTHER ENACTED, That nothing in this Act
affects the term of office of an appointed member of any board, council, committee, or
unit, and a person who is a member of such a unit on the effective date of this Act shall
remain a member of that unit for the balance of the term to which the person was
appointed, unless the person dies, resigns, or is removed pursuant to law.
SECTION 9. AND BE IT FURTHER ENACTED, That all rules and
regulations, guidelines, orders, plans, special funds, appropriations, grants, contracts,
investigations, administrative and judicial proceedings, and any other duties and
responsibilities associated with those units transferred by this Act shall continue in
effect under the Office for Children, Youth, and Families.
SECTION 6 10. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990.

AN ACT concerning
United States and Maryland Flags - Protection Against Intentional Destruction Breach
of the Peace
FOR the purpose of altering provisions of Maryland law prohibiting the mutilation or
destruction of certain flags; prohibiting tho intentional destruction, mutilation, or
burning of a flag of the United States or of the State of Maryland; prohibiting the
use certain uses of a flag in a manner intended to incite ft or produce an imminent
breach of the peace under circumstances likely to incite or produce an imminent
breach of the peace; establishing an additional exception for the purpose of
disposing of certain worn flags; making provisions of this Act severable; and
generally relating to the physical protection of the flag of the United States and
the flag of the State of Maryland.
