groups or organizations who have interest or expertise in matters pertaining to
adolescent pregnancy and parenting;

(11) 2 representatives of local government in areas with a significant
incidence of adolescent pregnancy; and

(12) 2 student members who are high school juniors at the time of
appointment, regularly enrolled and in good standing in a high school in the State.

15-204.

(a) The Council shall hire a staff director, subject to the approval of the
Governor, and as provided in the State budget.

(b) The staff director, subject to the advice and consent of the chairman of the
Council, shall hire such additional staff as provided for in the State budget to perform
such duties as are deemed appropriate by the Council.

(c) The staff shall be responsible to the [Director of the Social Services
Administration] SPECIAL SECRETARY OF THE OFFICE FOR CHILDREN,
YOUTH, AND FAMILIES solely for routine administrative purposes.

(d) Members of the Council may designate staff from their respective
constituent agencies to assist the Council.

SECTION 2. AND BE IT FURTHER ENACTED, That Section(s) 9-1501
through 9-1508 and the subtitle "Subtitle 15. Services to Handicapped Children",
respectively, of Article - State Government of the Annotated Code of Maryland be
transferred to be Section(s) 10 through 17 13 through 20 and the amended subtitle
"Services to Handicapped Children", respectively, of Article 49D - Office for Children
and Youth of the Annotated Code of Maryland.

SECTION 3. AND BE IT FURTHER ENACTED, That Section(s) 15-101
through 15 301 15-206 and the title "Title 15. Governor's Council on Adolescent
Pregnancy", respectively, of Article - State Government Family Law of the Annotated
Code of Maryland be transferred to be Section(s) 18 through 26 21 through 27 and the
amended subtitle "Governor's Council on Adolescent Pregnancy", respectively, of
Article 49D - Office for Children and Youth of the Annotated Code of Maryland. The
three subtitle headings within Title 15 of the Family Law Article are hereby repealed.
The publishers of the Annotated Code of Maryland, in consultation with the Director of
the Department of Legislative Reference, shall correct all internal references within the
amended subtitle "Governor's Council on Adolescent Pregnancy" of Article 49D -
Office for Children and Youth of the Annotated Code of Maryland, rendered
inaccurate by the transfer of these sections.

SECTION 4. AND BE IT FURTHER ENACTED, That Section(s) 15-301 of
Article - Family Law of the Annotated Code of Maryland be repealed.

SECTION 4 5. AND BE IT FURTHER ENACTED, That Section(s) 4B; and
5 and 6, respectively, of Article 49D - Office for Children and Youth of the Annotated
Code of Maryland be renumbered to be Section(s) 27 and 28 8; and 28 and 29 to be
