upon the bill entitled, an act to amend the fourth Article of
the Code of Public Local Laws, relating to the city of Balti-
more, by adding to the said Article the following section :

Giving authority to the Mayor and City Council of Balti-
more, to issue certificates of debt to any amount not exceed-
ing five hundred thousand dollars, in addition to the amount
authorized to be issued by section 939th of said fourth Article;
