Mr. Compton proposed the following message:
BY THE HOUSE OF DELEGATES,
May 8th, 1861.
Gentlemen of the Senate :
We propose, with your concurrence, a Joint Special Com-
mittee to consist of five persons, to be appointed, two by the
President of the Senate and three by the Speaker of the
House, to report at the next meeting of the Legislature whether
any, and if any, what alterations ought to be made in the
militia system of this State, and that the said committee be
authorized to report by bill or otherwise, and that said com-
mittee be empowered to sit during the recess of the Legisla-
ture, and to consult or employ such competent military advi-
sers, as they deem proper, to assist them in their labors.
We have appointed on the part of the House, Messrs. Comp-
ton, Sangston and Briscoe.

Mr. Jones, of Talbot, moved to amend by inserting, pro-
vided there shall be no charge for services rendered during
recess of the Legislature.
