sing the appointment of a Commissioner to proceed to Vir-
ginia.

Said resolution being upon its second reading,

Mr. Kessler moved to fill the blank with the name of Out-
erbridge Horsey, of Frederick ;

Which was sustained.

The resolution as amended, was then read the second time
and passed by yeas and nays, as follow :
