62 JOURNAL OF PROCEEDINGS [ May 3,
beg leave to report to your Honorable Bodies, That owing to
the Legislature having been convened at the city of Frederick,
and that in consequence a large proportion of the members
have had a greater distance to travel than they would have
had if the Legislature had been convened at the Capital of
the State; they, therefore, are of opinion that those members
who have had their travel increased by the removal of the
session, ought to be paid in proportion to the increased dis-
tance, at the rate of four dollars for every twenty miles, com-
puted by the most direct mail route; neither should the Mile-
age of those members whose travel has been diminished by
the removal be pro rata diminished, because the Governor's
proclamation having designated Annapolis as the place of
convening when first promulged, many members repaired
thither under the belief that the session would be held there.
Your committee would further remark, that though the
order of both Houses, under which they acted, looks to the
adoption of some fixed rule for the adjustment of Mileage,
yet in view that the present session is an Extra one, and the
Legislature assembled at a different place from that in which
it has hitherto always assembled, they have concluded that
it would be best to leave to future Legislature the duty of per-
manently fixing the Mileage.
All of which is respectfully submitted.
S. J. BRADLEY.
THOS. FRANKLIN,
F. B. F. BURGESS,
B. ALLEIN WELCH.
They would respectfully submit the following resolution :
Resolved by the General Assembly of Maryland, That the
sum of eighteen dollars, in addition to their usual Mileage,
be paid to each of the Senators and Delegates and the officers
of each House, from the following counties and Baltimore ci-
ty, to wit: Cecil, Kent, Talbot, Queen Anne's, Caroline,
Dorchester, Somerset, Worcester, St. Mary's, Charles, Cal-
vert, Anne Arundel, Prince George's, Montgomery, Harford,
Carroll, Baltimore county, Baltimore city, and Howard.
Which was read the first, and by special order the second
time,
And passed' by yeas and nays as follow :
